What does this mean? 

It means an open door to management for employees and stakeholders to voice concerns that our policies may have been violated, and maximal response to ensure those concerns are addressed.  If and when they should occur, all safety and environmental incidents are reported both internally and to the requisite authorities, and remediation efforts are undertaken as soon as possible.
